In fact, the members are elected by the people. Canada senators who are also members of Parliament. In fact, the only people who vote for members of parliament not the clock, the voting members of the PM. The Senate is appointed by the Governor-General and to help Prime Minister to represent the Queen.

The senators are appointed by the Prime Minister of the day, and is essentially a lifetime contract. Deputies are elected by the voters in the premises, and must be resubmitted every election no more than 4 to 5 years.
